Malthus vertritt in der Frage des Corn Law im Gegensatz zu seinem Freund David Ricardo die Auffassung dass das Gesetz beibehalten werden müsse; und zwar mit der Begründung, dass die Inlandsproduktion vorrangig und vor den ausländischen Einfuhren geschützt werden müsse, um auch ausreichende landwirtschaftliche Kapazitäten in Kriegszeiten sicherzustellen.
